川北医学院来华留学生校外住宿管理办法
Administrative Measuresforoff-campus accommodationofinternational students in North Sichuan Medical College
第一条为规范和加强来华留学生校外住宿的教育管理，根据《中华人民共和国外国人入境出境管理法》（主席令第57号）《中华人民共和国外国人入境出境管理条例》（国务院令第637号）、《学校招收和培养国际学生管理办法》（教育部、外交部、公安部令第42号）和《川北医学院留学生管理规定》等相关法规和文件精神，结合我校实际情况，制定本规定。
Article 1These regulations are formulated for the purpose of standardizing and strengthening the educational management of off-campus accommodation for overseas students in accordance with theExit and Entry Administration Law of the People's Republic of China and Exit of Foreigners(Presidential Decree No.57),Regulations of the People’s Republic of China on Administration of the Entry and Exit of Foreigners(Decree of the State Council of the People’s Republic of China No. 637),Management for University Recruiting and Training of International Students(Order no. 42 of the Ministry of Education of the People's Republic of China, Ministry of Foreign Affairs of the People's Republic of China, The Ministry of Public Security of the People's Republic of China) andRegulations on the Administration of Overseas Students in North Sichuan Medical College.
第二条来华留学生（以下简称“留学生”）是指根据《中华人民共和国国籍法》不具有中国国籍且在学校（川北医学院，以下简称学校）接受教育的外国学生。
Article 2International students in China (hereinafter referred to as "international students") refer to foreign students who do not have Chinese nationality according to theNationality Law of the People's Republic of Chinaand are educated in schools (North Sichuan Medical College, hereinafter referred to as school).
第三条本办法所谓留学生校外住宿，是指留学生离开学校统一安排的学生公寓到其他地方住宿，包括到父母、亲朋好友等家中住宿等情况。
Article 3The so-called off-campus accommodation for international students in these Measures refers to the fact that international students leave the student dormitory arranged by the school to live in other places, including accommodation at homes such as parents, relatives and friends.
第四条来华留学研究生和本科实习年级学生可以申请校外住宿。
Article 4Graduate students and undergraduate internship students in China can apply for off-campus accommodation.
第五条留学生未申请或申请未经批准不得自行到校外住宿，须向学校缴纳住宿费，遵守校内住宿管理相关规定。如违反学校教育教学管理规定的，按规定进行处理。
Article 5International students are not allowed to live off campus without application or without approval. They must pay the accommodation fee to theschooland abide by the relevant regulations of on-campus accommodation management. Any violation of school education and teaching management regulations shall be dealt with in accordance with the regulations.
第六条留学生申请校外住宿须本人亲自填写《川北医学院外国留学生校外住宿审批表》，并在住宿地所在派出所办理相关手续，同时提交下列书面材料：
（一）留学生本人护照复印件；
（二）留学生家长书面同意意见；
（三）派出所出具的《临时住宿登记单》；
（四）住房租赁合同复印件。
Article 6To apply for off-campus accommodation, international students must personally fill in the"Approval Form for Off-campus Accommodation for Foreign Students of North Sichuan Medical College", go through the relevant procedures at the police station where the accommodation is located, and submit the following written materials:
(1)A copy of the passport of the international student;
(2)Written consent of parents of international students;
(3)"Registration Form for Temporary Accommodation" issued by the police station;
(4)A copy of the housing lease contract.
第七条留学生申请校外住宿的办理流程为：
Article 6The process of applying for off-campus accommodation for international students is as follows:
（一）研究生
(1)Graduate students
1.申请：到国际教育交流学院官网下载并如实填写《川北医学院外国留学生校外住宿审批表》相关内容。
1. Application: Download the "Approval Form for Foreign Students Off-campus Accommodation in North Sichuan Medical College" from the official website of theSchool ofInternational Educationand Cooperationand fill in the relevant content.
2.审核：将个人填写好的申请审批表交本人导师和培养院系负责人审核签字。
2. Review: Submit the completed application approval form to the supervisor and the person in charge of the training department for review and signature.
3.审批：将经导师和培养院系负责人签字同意的申请审批表连同本人护照复印件、家长书面同意意见、派出所出具的《临时住宿登记单》、住房租赁合同复印件等书面材料一并交国际教育交流学院学生科审核。
学生科在审核留学生校外住宿申请材料时，应对留学生进行教育引导，说明在校外住宿可能产生的后果和个人将承担的责任。再次得到留学生本人确认后，报国际教育交流学院领导审批。
3. Approval: Submitrequired documentsto the StudentAffairs Officeof theSchoolInternational Educationand Cooperationfor review, includingthe application approval form signed and approved by the supervisor and the person in charge of the training department together with a copy ofthe applicant'spassport, written consent from parents, "Registration of Temporary Accommodation" issued by the police station, a copy of the housing lease contract and other written materials.
When reviewing the application materials for off-campus accommodation for international students, the StudentAffairs Officeshall provide education and guidance to the international students, explaining the possible consequences of off-campus accommodation and personal responsibilities. After being confirmed by the international student again, report to the leader of theSchool ofInternational Educationand Cooperationfor approval.
（二）本科实习年级学生
(2)Undergraduate Internship Students
1.申请：到国际教育交流学院官网下载并如实填写《川北医学院来华留学生校外住宿审批表》相关内容。
1. Application: Download the "Approval Form for Foreign Students Off-campus Accommodation in North Sichuan Medical College". from the official website of theSchoolInternational Educationand Cooperationand fill in the relevant content.
2.审核：将个人填写好的申请审批表连同本人护照复印件、家长书面同意意见、派出所出具的《临时住宿登记单》、住房租赁合同复印件等书面材料一并交国际教育交流学院学生科审核。
2. Review:Submitrequired documentsto the StudentAffairs Officeof theSchool ofInternational Educationand Cooperationfor review, includingthecompletedapplication together with a copy ofthe applicant'spassport, written consent from parents, "Registration of Temporary Accommodation" issued by the police station, a copy of the housing lease contract and other written materials.
3.审批：学生科在审核留学生校外住宿申请材料时，应对留学生进行教育引导，说明在校外住宿可能产生的后果和个人将承担的责任。再次得到留学生本人确认后，报国际教育交流学院领导审批。
3. Approval:When reviewing the application materials for off-campus accommodation for international students, the StudentAffairs Officeshall provide education and guidance to the international students, explaining the possible consequences of off-campus accommodation and personal responsibilities. After being confirmed by the international student again, report to the leader of theSchoolInternational Educationand Cooperationfor approval.
（三）公寓退宿：自批准校外住宿申请日起，留学生需在3日内到后勤管理处公寓管理中心完成退房手续办理。
(3)Apartment check-out: From the date of approval of off-campus accommodation, international students must go to the Apartment Management Center of theDepartment ofLogistics Management to complete the check-out procedures within 3 days.
（四）报备：办理完退房手续后，留学生需提交《川北医学院外国留学生校外住宿审批表》到培养院系和国际教育交流学院学生科备案。
(4) Filing: After completing the check-out procedures, international students need to submit the "Approval Form for Off-campus Accommodation for Foreign Students in North Sichuan Medical College" to theSchoolInternationalofEducationand Cooperation for the record.
第八条留学生在校外住宿申请过程中须确保填报信息、提供材料准确无误。对本办法第六条、第七条之规定填报信息、提供材料等进行事实隐瞒和材料造假者，依据《川北医学院留学生管理规定》按行为失信处理；情节严重者，给予相应纪律处分。
Article 8International students must ensure that the information and materials provided are accurate during the application process for off-campus accommodation. Anyone who conceals facts and falsifies informationrequired inArticle 6 and Article 7 shall be dealt with as dishonest behavior in accordance with theRegulations on the Administration of Overseas Students in North Sichuan Medical College; if the circumstances are serious, corresponding disciplinary sanctions shall be given.
第九条留学生在校外住宿期间，校内学生公寓不再安排寝室床位，不再收取住宿费，原有寝室床位的不再保留。如需返校住宿，提前向国际教育交流学院递交返校住宿的书面申请，获批后再由后勤管理处统筹安排住宿。
Article 9During the stay of foreign students off campus, the student dormitory on campus will no longer arrange dormitory beds, no more dormitory fees will be charged, and the original dormitory beds will no longer be reserved. If foreign students needto resume on-campusaccommodation, submit a written application for back-to-campus accommodation to theSchool ofInternational Educationand Cooperationin advance. After approval, theDepartment ofLogistics Management will coordinate the accommodation arrangements.
第十条留学生在校外居住期间应加强自我管理，遵守国家法律法规和社会公德，做好人身和财产安全的自我保护工作。租住房屋原则上应具备良好安全性和周边环境。与人合租者合租人首选同学、朋友，尽量避免与陌生人、不熟悉的人、有不良嗜好的人合租合住。在校外住宿发生的人身伤害、财产损失，以及与房东、邻居等发生的各种纠纷，均由留学生及其家长负责。
Article 10International students should strengthen self-management while living off campus, abide by national laws and regulations and social ethics, and do a good job of self-protection of personal and property safety. In principle, rented houses should have good security and surrounding environment.Classmates and friendsare best co-tenants,and try to avoid sharing with strangers, unfamiliar people, and people with bad habits. International students and their parents are responsible for personal injuries, property losses, and various disputes with landlords and neighbors in the off-campus accommodation.
第十一条留学生在校外居住期间应主动和年级辅导员、国际教育交流学院学生科以及导师等加强联系，沟通信息。留学生校外住宿地点、紧急联系人、联系电话等发生变更，应及时将变更情况重新报培养院系和国际教育交流学院学生科备案。否则，造成学校信息不能送达以及因此产生的一切后果等，均由留学生本人承担。
Article 11International students should take the initiative to strengthen contact and communicate information with grade counselors, theStudentAffairs Office of the School of international Education and Cooperationand tutors during their stay outside the school. If there is any change in the off-campus accommodation location, emergency contact person, contact phone number, etc., the change should be reported to theStudentAffairs Office of the School of international Education and Cooperationfor the record in a timely manner. Otherwise, the school information cannot be delivered and all consequences arising therefrom will be borne by the international students themselves.
第十二条留学生年级辅导员和国际教育交流学院学生科加强对留学生校外住宿的教育管理，经常性了解、掌握学生校外住宿和生活情况，定期沟通，发现问题及时处理并上报国际教育交流学院。
Article 12The grade counselors of international students and theStudentAffairs Office of the School of international Education and Cooperationshall strengthen the educational management of international students' off-campus accommodation, regularlyinquire aboutthe students’ off-campus accommodation and living conditions, communicate regularlywith the students, and deal with problems promptly and report them to theSchool of International Education and Cooperation.
第十三条本规定由国际教育交流学院负责解释。本规定自公布之日起施行。其它有关文件如与本规定不一致，以本规定为准。
Article 13TheSchool of International Education and Cooperationis responsible for the interpretation of these regulations. This regulation shall come into effect on the date of promulgation. If other relevant documents are inconsistent with this regulation, this regulation shall prevail.
