Measures for the Management of Scholarship Evaluation for International Students in
North Sichuan Medical College
第一章总则
Chapter I General Provisions
第一条为了我校留学生教育事业的健康发展，激励留学生奋发向上、努力学习，提高留学生奖学金的使用效益，根据《学校招收和培养国际学生管理办法》（教育部、外交部、公安部令第42号）、《四川省外国留学生政府奖学金管理办法》（川财教〔2016〕116号）、《川北医学院来华留学生教育管理办法》（川北医发〔2021〕86号），结合我校实际情况，制定本办法。
Article 1 In order to promote the healthy development of international students' education of North Sichuan Medical College (hereinafter referred to as NSMC), to encourage international students to make progress and work hard, improve the efficiency of scholarship for international students, according to the Measures for the Administration of the Schools to Recruit and Train International Students (issued by the Ministry of Education, Ministry of Foreign Affairs, the Public Security Ministry no. 42), the Measures for the Management of International Students in Sichuan Province Government Scholarship (Sichuan Financial Education [2016] no. 116), the Measures for the International Students Education Management in North Sichuan Medical College (NSMC [2021] no. 86), in combination with the practical situation of our school, these measures are formulated.
第二条 川北医学院留学生奖学金评审工作本着“公平、公正、公开”的原则进行。
Article 2The selection of scholarship candidates should be“justice, fair and open”.
第三条本办法适用于正在申请到我校学习和在我校学习的来华留学生（以下简称学生）。
Article 3 these measuresapplytothe international students (hereinafter referred to as students) who are applying to and studying in ourcollege.
第四条 对学生的表彰和奖励采取颁发荣誉称号和奖学金的方式。
Article 4 Students shall be commended and rewarded in the form of awarding honorary titles and scholarship.
第二章评审机构
Chapter II Evaluation Institutions
第五条 学校设立留学生奖励评审委员会（以下简称评审委员会）。评审委员会由学校分管留学生工作的校领导任主任，国际教育交流学院、外事工作办公室（含港澳台事务办公室）、教务处、学生工作部（处）、研究生工作部（处）、科技处、计划财务处的负责人组成。评审委员会下设留学生奖励评审工作小组（以下简称评审小组），由国际教育交流学院院长任组长，分管学生工作的院领导任副组长，其他院领导、学生科、教务科的负责人、教师代表、学生代表组成。
Article 5 Thecollegeshall establishaInternational StudentsAwardEvaluationCommittee (hereinafter referred to as theEvaluationCommittee). TheEvaluationCommittee is composed of the director of thecollegeleader in charge ofinternationalstudentsaffairs, and the leaders of theSchool of International Education and Cooperation, Foreign Affairs Office (including Hong Kong, Macao and Taiwan Affairs Office),TeachingAffairs Office, StudentsAffairs Department (Office), Graduate Affairs Department (Office), Science and Technology Department, and DepartmentofFinance. TheEvaluationCommittee consists of theInternationalStudentsAwardEvaluationTeam (hereinafter referred to as theEvaluationTeam), which is headed by thedean ofSIEC, thedeanin charge of studentsaffairs as the deputy leader, theother leaders ofSIEC, thesection chiefofStudentAffairsOfficeandTeaching Affairs Office of SIEC, teacherrepresentatives and student representatives.
第六条 评审委员会负责审批评审小组提交的留学生奖学金初评结果。评审小组具体负责组织留学生奖学金初评工作，向评审委员会提出留学生奖学金评审意见。
Article 6 The Evaluation Committee is responsible for examining and approving the preliminary evaluation results of international students scholarship submitted by the Evaluation Team. The Evaluation Team is responsible for organizing the preliminary evaluation of international students scholarship and putting forward the evaluation opinions of international students scholarship to the Evaluation Committee.
第三章奖学金类别及奖励标准
Chapter III Scholarship Categoryand Amount
第七条 我校留学生奖学金包括四川省外国留学生政府奖学金和川北医学院留学生年度奖学金两个类别。
第八条 奖学金标准。
（一）四川省外国留学生政府奖学金；
1.本科生奖学金：20000元人民币/人/年；
2.硕士研究生奖学金：25000元人民币/人/年；
3.进修生奖学金：10000元人民币/人/年。
（二）川北医学院留学生年度奖学金：
1.特等奖学金：2000元人民币/人/年；
2.一等奖学金：1000元人民币/人/年；
3.二等奖学金：800元人民币/人/年；
4.三等奖学金：500元人民币/人/年。
Article 7 Scholarship for international students include Sichuan Provincial Government Scholarship for international students and NSMC Yearly Scholarship for international students.
Article 8 Amount of scholarship:
1) Sichuan Provincial Government Scholarship for International Students:
(1) Undergraduate: 20000RMB per academic year;
(2) Postgraduate: 25000RMB per academic year;
(3) Long-term students pursuing further study: 10000RMB per academic year.
2) North Sichuan Medical College Annual Scholarship for International Students:
(1) Top prize: 2000RMB per academic year;
(2) First prize: 1000RMB per academic year;
(3) Second prize: 800RMB per academic year;
(4) Third prize: 500RMB per academic year;
第九条 四川省外国留学生政府奖学金按当年省教育厅分配下达的名额评选。川北医学院留学生年度特等奖学金、一等奖学金、二等奖学金、三等奖学金分别按专业年级学生总人数的1%、3%、5%、7%评选，人数不足1人时，按1人计算；人数超过1人时，四舍五入。
Article 9 The Sichuan Provincial Government Scholarship for International Students shall be selected according to the quota allocated by the Provincial Department of Education in that year. The North Sichuan Medical College Annual Scholarship for International Students first prize scholarship, second prize scholarship and third prize shall be selected according to 1%, 3%, 5% and 7% of the total number of students in major grade respectively. If the number is less than 1, it shall be calculated as 1; if the number of people exceeds 1, it shall be rounded.
第四章申请时间及条件
Chapter IVApplication Time and Requirements
第十条 申请时间。学校于每年5月份受理四川省外国留学生政府奖学金申请，申请截止日期为每年5月31日；每年9月份受理川北医学院留学生年度奖学金申请，截止日期为每年9月30日。
Article 10 Application time. The college accepts the application for Sichuan Provincial Government Scholarship for International Students in May every year, and the deadline for application is May 31 every year. The application for North Sichuan Medical College Annual Scholarship for International Students is accepted in September every year, and the deadline is September 30 every year.
第十一条 申请人条件。申请奖学金的学生需满足以下条件：
Article 11 Requirements for applicants. Students applying for the scholarship must meet the following requirements:
（一）持有外国护照、外国国籍证明；
（二）遵守我国法律法规，对华友好，遵守川北医学院校规，身体健康；
（三）诚实守信，品学兼优；
（四）申请人须交齐参评学年所有应交费用。
（五）四川省政府外国留学生奖学金的申请人还应具备下列条件：
（1）Holding foreign passports and certificates of foreign nationality;
（2）Abide by China's laws and regulations,friendly to China, abide by the rules of North Sichuan Medical College, and be in good health;
（3）Honest and trustworthy, excellent in character and learning;
（4）The applicant mustclear all fees for the academic year.
（5）Applicants forSichuan Provincial Government Scholarship for International Studentsshall also meet the followingrequirements:
1.申请本科生奖学金的学生，年龄在30周岁以下。
2.申请研究生奖学金的学生，年龄在35周岁以下。
3. 申请进修生奖学金的学生，年龄在45周岁以下，就读时间为一学年以上。已获得进修生奖学金者，从获奖年度计算，三年内不得重复申请。
a. Studentswhoapply for Undergraduate Scholarship are under the age of 30.
b. Studentswhoapply for Graduate Scholarship are under the age of 35.
c. Studentswhoapply for advanced studies scholarship are under the age of 45 and have studied for more than one academic year. Those who have obtained scholarship for advanced studies shall notbe allowed toapply repeatedly within three years from the year ofgetting theaward.
第十二条 我校留学生奖学金的申请和评定不限专业。申请奖学金的学生不得同时获得中国政府及其他各类奖学金。同一学年内，四川省外国留学生政府奖学金和川北医学院留学生奖学金二者不能同时获得。
Article 12 the application and evaluation ofinternational studentsscholarship in ourcollegeare not limited to majors. Studentswho applyfor scholarship shall notobtainedother Chinese government scholarship at the same time. In the same academic year,Sichuan Provincial Government Scholarship for International Students andNorth Sichuan Medical College Annual Scholarship for International Studentscannot be obtained at the same time.
第十三条 申请材料。
Article 13 Application Materials.
（一）已注册在读学生所需材料：
1.《四川省政府外国留学生奖学金申请表》或《川北医学院留学生年度奖学金申请表》；
2.护照或外国国籍证明复印件；
3.参评学年参加活动的获奖证书或证明等；
4.参评学年交齐费用的发票复印件。
（1）Required materials for registered students:
a.Application form forSichuan Provincial Government Scholarship for International StudentsorApplication form forNorth Sichuan Medical College Annual Scholarship for International Students;
b. Copy of passport or foreign nationality certificate;
c. Award certificates or certificates of participating in activities in the evaluation academic year;
d. Copies of the invoice of all expenses paid in the school year participating in the evaluation.
（二）正在申请来我校留学的学生所需材料：
1.《四川省政府外国留学生奖学金申请表》；
2.经过公证的最高学历证明与成绩单的复印件；
3.护照或外国国籍证明复印件；
4.健康证明；
5.毕业院校两名且其中至少一名相关专业教授或副教授的推荐信（仅限硕士类奖学金）；
6.参评学年交齐费用的发票复印件；
7.其他学校认为必要的材料。
（2）Materials required by students who are applying to study inNSMC:
a.Application form forSichuan Provincial Government Scholarship for International Students;
b. Notarized copies of the highest education certificate and transcripts;
c. Copy of passport or foreign nationality certificate;
d. Health certificate;
e. Letters of recommendation from two graduating colleges and at least one of them is a professor or associate professor of relevant majors (only for master's scholarship);
f. A copy of the invoice of all expenses paid in the school year participating in the evaluation;
g. Other materials deemed necessary by the school.
第十四条 出现下列情况之一的学生，取消当年奖学金参评资格：
（一）违反我国法律法规；
（二）散布对华不友好言论，做出对华不友好行为；
（三）参与非法社团组织活动，非法集会、结社、传教等；
（四）学籍状态处于休学、留级、保留学籍或因自身原因超过规定学制者；
（五）受到警告及以上处分；
（六）期末考试有成绩不及格；
（七）无故旷课10学时及以上或无故缺席班会三次及以上。
Article 14 Students under any of the following circumstances will be disqualified from participating in the scholarship evaluation for that year:
(1) Violate thelawsandregulationsofPeople’s Republic of China;
(2) Spread unfriendlyspeech about China and to makeunfriendly acts against China;
(3) Participateintheactivitiesofillegalorganization, illegal assembly, association, missionary, etc.;
(4) Students who are suspended,demoted, kept the student statusor exceeding the prescribed length of schooling due to their own reasons;
(5)Getwarning ormore seriouspunishment;
(6) Failurein the final examination;
(7) Absentfromclass for10classhours ormore than thatwithout any reason;absent from class meetings for 3 timesormore than without any reason.
第五章评审程序
Chapter V Evaluation Procedures
第十五条 我校留学生奖学金每类每学年评审一次。
Article 15 Each category ofinternational studentsscholarship will be evaluated once every academic year.
第十六条 川北医学院留学生奖学金申请评审程序：
（一）凡符合本办法规定申请条件的学生，可在规定时间内向国际教育交流学院提出申请，并填写相应申请表；
（二）我校留学生奖学金采取综合评分制，按总分排名先后顺序评定奖学金。综合评分包括学业成绩总和+第二课堂积分；
（三）评审工作小组根据学生申请情况组织初评，在学校范围内进行5个工作日公示。公示无异议后形成初评意见，报评审委员会审定，在学校范围内进行5个工作日公示。公示无异议后形成评审报告上报学校校长办公会审核；
（四）学校校长办公会审核后，发文并将四川省政府外国留学生奖学金获得者名单及相关材料报送省教育厅审批、备案。
Article 16 The procedures for the evaluation of the scholarship application forinternational studentsat NSMC:
1) Students who meet the requirements of these measures may apply to the SIEC within the prescribed time and fill in the corresponding application form;
2) A comprehensive scoring system is adopted for the scholarship evaluation of theinternational studentsin NSMC, and the candidates are selected in accordance with the total score. Comprehensive score includes last year academic score (total) +Second Classroom score (total);
3) TheEvaluation Teamevaluate the materials of the applicants and select the candidates for the scholarship and publicize the list of the candidateson campusfor not less than5 workdays. Then the list of candidate, if without objection, will be submitted to theEvaluationCommittee forevaluationand publicityon campusfor not less than5 workdays. Thereafter, if without objection, the list of candidates is submitted to the presidents’meeting for approval.
4) After the approval of the presidents’meeting, NSMC will issue a document including the list of candidates. The list of candidates for Sichuan Provincial Government Scholarship for International Students and other related materials will be submitted to theProvincial Department of Educationfor examination, approval and record.
第六章发放与管理
Chapter VI Distribution and Administration
第十七条 我校留学生奖学金发放工作由国际教育交流学院会同计划财务处组织实施。
第十八条 奖学金获得者未能按照学校规定时间办理报到及履行注册手续的，所获得的奖学金资格自动取消，且3年内不得再申请。
Article 17 The distribution of scholarship forinternational studentsin NSMC is organized by SIEC and the Planning and Department of Finance.
Article 18 If a scholarship winner fails to go through the procedures for registration in accordance with the time prescribed by the NSMC, his/her act constitutes a waiver of the scholarship andunqualified toapply again for3years.
第七章附则
Chapter VII Supplementary Provisions
第十九条 本办法自发布之日起正式实施，原《川北医学院外国留学生政府奖学金管理办法》（川北医发〔2013〕119号）、《川北医学院留学生奖学金评审管理办法》（川北医发〔2018〕2号）同时废止。
第二十条 本办法由国际教育交流学院负责解释。
Article 19 The measures shall come intoforceas of the date ofissue. The former Regulations on the Management of Government ScholarshipEvaluation forthe InternationalStudentsinNorth Sichuan MedicalCollege(NSMC [2013] no. 119) and Regulations on the Management of ScholarshipEvaluation forthe InternationalStudentsinNorth Sichuan MedicalCollege(NSMC [2018] no. 2) shall be abolished simultaneously.
Article 20Thesemeasuresare explained by the SIEC.
