Measures for Disciplinary Actions against International Students of North Sichuan Medical College for Violations of Law and Discipline(Translation Draft)
Chapter I General Principles
Article 1 In order to maintain the normal order of teaching and living in the college and protect the lawful rights and interests of the college and international students, according to the Measures for the Administration of Admission and Cultivation of International Students in Colleges and Universities (Decree No. 42 of the Ministry of Education of the People's Republic of China, the Ministry of Foreign Affairs of the People's Republic of China, and the Ministry of Public Security of the People's Republic of China), the Provisions on the Administration of International Students of North Sichuan Medical College (NSMC No. 120, 2022), and Measures for Disciplinary Punishments for Violations of Laws and Disciplines by Students of North Sichuan Medical College (Revised) (NSMC [2023] No. 180) and other relevant laws and regulations, and formulate these Measures in the light of the actual situation of the college.
Article 2 These Measures shall apply to undergraduates, postgraduates and international students with non-degree education (hereinafter referred to as students) who are studying abroad and receiving general higher education at North Sichuan Medical College (hereinafter referred to as the college).
Article 3 The illegal and disciplinary behaviors referred to in these Measures refer to the behaviors of students violating laws and regulations and the rules and regulations of the college.
Article 4 Students who have violated laws and regulations in the college shall be subject to disciplinary actions in accordance with this Measure. Students who violated the law and discipline while they are participating in learning, practical teaching, internship, practical training, research, social practice and other educational and teaching activities or other activities outside the college shall be given disciplinary actions in accordance with this Measure.
Article 5 The disciplinary action should adhere to the combination of education and punishment, the nature of disciplinary action to the students shall be corresponding to the nature and degree of the student's violation of law and discipline and ensure an appropriate disciplinary action with sufficient evidence , clear basis, accurate characterization and proper procedure.
Article 6 Students who have been disciplined shall be disqualified from serving as student leaders, receiving commendations and awards, and other qualifications and rights and interests for the duration of the disciplinary period.
Article 7 The student who violates the law and discipline shall be responsible for any property loss, personal injury, etc. caused to himself/herself or others due to his/her violation of the law and discipline.
Chapter II Types and Application of Disciplinary Actions
Article 8 For students who have violated the law and discipline, the college will impose the following punishments and periods depending on the seriousness of the case:
(1) Warning, six months;
(2) Serious warning, eight months;
(3) Demerit, ten months;
(4) Academic probation, twelve months;
(5) Expulsion from the college.
Article 9 The disciplinary actions taken by the college against a student shall take effect from the date of the decision on the disciplinary action (including winter and summer vacations and legal holidays). If a student is suspended or retained during the disciplinary period for any reason, the time of suspension or retention shall not be counted as part of the disciplinary period. If a student is disciplined again within the disciplinary period, the duration of the disciplinary period shall be calculated as the sum of the unexecuted period of the original disciplinary period and the duration of the new disciplinary period until the date of graduation. The penalty period for graduating students can be calculated until the date of graduation.
Article 10 The School of International Education and Cooperation shall criticize and educate the students if their violations of laws and disciplinary actions are minor and not subject to disciplinary actions.
Article 11 If it is confirmed by legal procedures that a student with mental illness commits an illegal and disciplinary act when he/she is unable to recognize or control his/her own behavior, he/she shall not be punished, but he/she shall go through suspension or withdrawal procedures in accordance with the relevant provisions of the management of school registration; if a diseased student who has not yet lost the ability to recognize or control his/her own behavior commits an illegal and disciplinary act, he/she may be given a lighter or less severe punishment. A student with intermittent mental illness who commits a disciplinary offense while mentally normal cannot be exempted from disciplinary action.
Article 12 If a student commits an act of violation of law or discipline as stipulated in Chapter IV of these Measures, he or she shall be given the corresponding punishment in accordance with the provisions of Chapter IV. However, if a student has any of the following circumstances, he/she shall be given corresponding sanctions in accordance with the provisions of this paragraph:
(1) If the facts of the offense are clear, the circumstances are minor, and the administrative organ decides not to impose punishment, the student shall be given a serious warning or a punishment of less than that;
(2) If the student is sentenced to less than judicial or administrative detention, he/she shall be given a demerit or less;
(3) If the punishment is judicial or administrative detention, he/she shall be put on academic probation or above;
(4) If the student constitutes a crime but is not prosecuted or is exempted from criminal punishment, he/she shall be placed on academic probation or above;
(5) Those who have been subjected to judicial or administrative penalties that are serious and of an egregious nature, and who refuse to admit their faults and repent/correct them, or those who have been sentenced to criminal penalties such as custodial sentence or fixed-term imprisonment, shall be given the punishment of expulsion from the college.
Article 13 A student who has committed one of the following acts may be given a reduced or lighter punishment:
(1) After violating the law and discipline, he/she takes the initiative to admit his/her mistakes and shows repentance;
(2) Being coerced or inveigled by others;
(3) have taken the initiative to report the accomplice or others in violation of law and discipline and other meritorious performance;
(4) Take the initiative to recover losses or effectively prevent the occurrence of harmful results;
(5) Other cases in which the punishment can be lightened or mitigated.
Article 14 A student who commits any of the following acts shall be subject to aggravated or more severe punishment:
(1) Causing serious consequences;
(2) Unreasonably pestering, insulting, threatening or retaliating against the person concerned;
(3) Deliberately concealing facts or setting up obstacles for investigation;
(4)Conduct two or more violations of law and discipline in a time;
(5) Twice or more unlawful and disciplinary behaviors;
(f) Collaborating with individuals outside of the school to commit a disciplinary offense;
(6) Act as a leader of a group law and disciplinary violation;
(7) Other cases that should be punished more severely.
Chapter III. Competence and Procedures for Disciplinary Action
Article 15 The handling of students' violations of law and discipline is under the authority of the School of International Education and Cooperation, with the cooperation of Security Department, Foreign Affairs Office, and Logistics Management Department and other related departments.
Article 16 Students' violations of law and discipline shall be handled in accordance with the following procedures:
(1) Investigation and collection of evidence. After the occurrence of illegal and disciplinary acts, the relevant units shall promptly notify the School of International Education and Cooperation to assist in understanding the facts and collecting evidence. Evidence includes the statement of the relevant persons, documentary evidence, physical evidence, audio-visual materials, electronic data, witness testimony, appraisal opinions, investigation transcripts and other materials.
(2) Statement and plea. Before making a disciplinary or other unfavorable decision on a student, SIEC shall inform the student in writing form, the writing shall include reasons, grounds and types of punishment of the proposed disciplinary decision, etc. The student may make a statement and plea to SIEC within five days from the date he/she is informed of the proposed disciplinary decision.
(3) Forming Opinions on the Proposed Discipline. The School of International Education and Cooperation shall put forward opinions on the disciplinary actions to be taken, and submit them to the Joint Meeting of the Party and Government for discussion, reviewing the facts, evidences, procedures and bases of violation of laws and disciplines, and then make a decision on the disciplinary actions; for the disciplinary actions of expulsion from school or other disciplinary actions involving the significant interests of students, the School of International Education and Cooperation shall put forward opinions on the disciplinary actions to be taken, and submit them to the Joint Meeting of the Party and Government for discussion, after reviewing the facts, evidence, procedure and basis of the violation, it shall be reported to the president's general meeting for investigation and decision.
(4) Decision on disciplinary action. The school shall issue a letter of decision on the disciplinary action to be taken against the student. The decision letter shall include the following contents: the basic information of the student, the facts and evidence of the disciplinary action, the type, basis and period of the disciplinary action, the way and period of appeal and other necessary contents.
(5) Delivery of the disciplinary decision. The decision letter of the disciplinary action shall be sent to the disciplined student by the School of International Education and Cooperation. The student shall sign the letter of disciplinary action. If the student refuses to sign it, it can be delivered by detention; if it is difficult to deliver the disciplinary decision directly, the scanned version of the disciplinary decision can be informed to the disciplined student by mailing the document or using e-mail; if it is difficult to contact the student, it can be delivered by public announcement using the website of the college and the news media, and the letter will be deemed to have been delivered to the students by 30 days of public announcement.
(6) Follow-up treatment after the disciplinary decision takes effect. Students who are expelled from the school shall be issued a certificate of study by the school. The student shall leave the school within one week from the date of delivery of the disciplinary decision. When the disciplinary decision is announced to the whole college, if it involves state secrets or personal privacy, the School of International Education and Cooperation will review the confidentiality of the decision in accordance with the regulations, and make it public after deleting the confidential content.
Article 17 Students who have objections to the disciplinary decisions of the college may appeal in accordance with the Provisions of the Regulations of Appeal for International Students in North Sichuan Medical College.
Article 18 Students who have disciplinary action of warning, seriously warning, demerit or have been put on an academic probation shall, after the expiration of the disciplinary period, apply in writing by themselves, be examined by the College of International Education and Cooperation, and then be relieved of the disciplinary measures after submitting the decision to the Party and Government Joint Meeting for study.
Article 19 The commendations, awards and other rights and interests of the students shall be be affected after the removal of the former disciplinary action.if the period of evaluation and awarding of merits and the period of punishment are intersected, the students who are disciplined can not take part in the evaluation.
Article 20 The materials of students' disciplinary action and its release shall be truly and completely filed in the school's paper files and the students' own files.
Chapter IV Violations of Law and Discipline and Punishments
Section I. Acts against Public Safety and Disturbance of Public Order and Punishment
Article 21 Anyone who commits an act that endangers public safety shall be given the following punishments, depending on the seriousness of the case:
(1) Organizing, participating in, or inciting strikes, mobbing, unlawful assemblies, parades, demonstrations, etc., shall be punished by a demerit; if one refuses to listen after being dissuaded, or if this results in consequences, he/she shall be put on academic probation or above;
(2) In case of emergency such as flood, fire, earthquake, epidemic, etc.. Those who do not cooperate and not obey the orders or decisions issued by the government in accordance with the law or the relevant regulations of the college shall be given a serious warning or a demerit; if it causes serious consequences, they shall be put on academic probation or above;
(3) Violating the fire safety management regulations by possessing or using electrical appliances that is not allowed by the college, etc., shall be criticized and educated or given a serious warning or below; if causing a fire, resulting in serious consequences such as loss of public or private property, in addition to compensating for the loss, shall be given a demerit or disciplinary action at or above the level of demerit;
(4) Bringing controlled knives and articles prohibited by national laws and regulations into the campus, or manufacturing, trading, storing, transporting, mailing, carrying, using, providing, or disposing of hazardous substances such as flammable, explosive, poisonous, radioactive, corrosive substances, or infectious disease pathogens in violation of the national and school regulations shall be given a serious warning or disciplinary action at or below the level of a severe warning; and in case of serious consequences, be given a demerit or above;
(5) Violating the safety operation procedures and the safety system of laboratories and data rooms, and failing to listen to the advice, shall be given a warning or above; if it causes serious consequences, shall be given a demerit or above;
(6) Violating the campus road traffic safety system and disobeying the instructions, a serious warning or below will be given; if it causes traffic accidents and other serious consequences, a demerit or above will be given;
(7) Anyone who violates the relevant regulations on the use of the Internet shall, depending on the seriousness of the case, be given the following punishments:
1. Anyone who uses computers and new media on the Internet to intentionally publish and disseminate information that subverts China's state power, jeopardizes China's national and public security, and disrupts public order and social stability shall be given the disciplinary action of expulsion from the College;
2. The use of computers and other technical means to steal other people's accounts, property, services or valued data, and the unauthorized use of college or other people's computers, communication tools or other equipment without permission resulting in the loss of public and private property, shall be given a serious warning or above;
3. Anyone who destroys the network security defense system of the unit or individual, attacks or destroys the public network service facilities, illegally enters the network system to steal or tamper with the information data, or destroys the public information and network system shall be put on academic probation or above the level of probation;
4. Anyone who intentionally creates, spreads or maliciously uses computer viruses or attacks other people's computers and other information devices shall be given a demerit or above;
(8) Any violation of information security and other related regulations shall be subject to the following punishments depending on the seriousness of the case:
1. Using short messages, networks and other media to publish or disseminate information that violates social morality, intentionally slanders others, discloses others' privacy, or defrauds others, or publishing and disseminating inappropriate remarks or information that is against the regulations, illegal, false, or harmful, etc., and shall be given a serious warning or higher;
2. Any other violations of the school's information security-related regulations shall be given a warning or above;
(9) Concealing the condition of infectious disease or refusing to accept treatment or take preventive and curative measures despite knowing that he/she is suffering from infectious disease, and causing adverse consequences, shall be given a demerit or above;
(10) Obstructing the school's safety management and causing adverse impact and consequences if they do not listen to the persuasion, and shall be given a serious warning or above;
Article 22 Anyone who engages in behavior that disrupts public order shall, depending on the seriousness of the case, be given the following punishments:
(1) Those who preach or conduct religious activities on campus shall be given a warning; if the circumstances are serious, they shall be given a serious warning or higher;
(2) Violating state regulations, establishing social groups or non-social group organizations on campus without authorization, as well as carrying out illegal activities in the name of legitimate student associations, shall be given a serious warning or less; if the circumstances are serious, they shall be given a demerit;
(3) Manufacturing, trading, storing, transporting, possessing, taking, injecting or providing narcotics, or abetting, inducing, deceiving, forcing, or accommodating others to take or inject narcotics, shall be punished by expulsion from the college;
(4) Prostitution or visiting prostitutes, or organizing, forcing, inducing, accommodating or introducing others to prostitution, shall be punished by expulsion from the College;
(5) Producing, transporting, copying, selling, or renting out obscene books, pictures, audiovisuals, films, and other obscene articles, or spreading obscene information, shall be punished by academic probation or above;
(6) Participating in gambling, or providing resources for gambling, shall be given a serious warning or below; if the circumstances are serious, a demerit or above shall be given;
(7) Misappropriating, forging or altering official papers, seals, documents, files, certificates, credentials, invoices and other materials to make false statements, shall be given a serious warning or more severe punishment;
(8) Provoking trouble, fighting and brawling shall be punished by a serious warning or below; in serious cases, a demerit or academic probation shall be imposed; inciting, abetting, planning or organizing a mass brawl or armed brawl shall be punished by expulsion from the college;
(9) Behaving in a disorderly manner after drinking or causing trouble after drinking, the consequences of which shall be the responsibility of the drinker himself or herself, who shall be given a warning or above
(10) Behavior that violates social morals and harms social decency, and those who do not listen to dissuasion shall be given a warning or more, depending on the circumstances;
(11) Unauthorized carving or writing on trees, buildings, structures and other facilities, or posting, hanging or displaying propaganda materials and slogans, and failing to listen to dissuasion, shall be given a serious warning or below;
(12) Throwing, littering, or dumping wastes, seriously affecting environmental hygiene, and failing to listen to dissuasion, shall be given a warning;
Article 23 Any other behavior that endangers public safety and disrupts public order shall be punished with a warning or above, depending on the seriousness of the case.
Section II Violations of Campus Regulations and Punishments
Article 24 Anyone who violates the relevant regulations on the management of student dormitories shall be given the following punishments, depending on the seriousness of the case:
(1) Stay in other students' dormitory without authorization or switches the dormitory or bed without permission, or lends or rents the dormitory or bed to others, and does not listen to dissuasion, he/she shall be given a warning; if the circumstances are serious, he/she shall be given a serious warning;
(2) Unauthorized renting of accommodation off-campus or staying out at night, shall be given a warning; if the circumstances are serious, a serious warning shall be given;
(3) Criticizing and educating students who do not return to dormitory on time; and to students who fail to return to dormitory on time twice or more a warning or above will be given;
(4) If there are other behaviors that violate the regulations stipulated in the Measures for the Administration of Student Residence of North Sichuan Medical College, the student shall be given a warning or above;
Article 25 Anyone who violates the relevant provisions on campus management of the college concerned and affects the order of school life as well as the order of management in public places shall be given the following punishments, depending on the seriousness of the case:
(1) Anyone who violates the regulations on school work and rest management, interferes with the normal study, work and life of others, disrupts the order of the school campus, and does not listen to dissuasion shall be given a warning;
(2) Violating the state regulations and carrying out illegal business activities shall be given a serious warning or a demerit; if the circumstances are serious, the student shall be put on academic probation or above;
(3) Tearing, burning, or altering official documents posted by the relevant departments of the college within the retention period shall be punished by a warning and above;
(4) It is strictly prohibited to use mutual introduction, mutual help and other reasons as an excuse to call and organize student gatherings, performances and other activities without authorization, and it is strictly prohibited to bully and insult others' personality and other deplorable behaviors, which will be given a demerit and above upon report and found out;
(5) Those who default on tuition, accommodation and other related fees after repeated reminders from the school will be given a serious warning and above;
(6) Those who have improper behavior in the relationship between men and women,and result in adverse impact or consequences, shall be given a warning and above;
(7) Swimming in rivers, streams, lakes, ponds, reservoirs, etc. during the school year or during internship, and failing to rectify the situation after being advised or criticized and educated, shall be given a serious warning and above;
(8) Smoking in no-smoking areas and failing to rectify the situation after education shall be punished by a warning or serious warning;
(9) Refusing or obstructing staff inside or outside the school to perform their official duties in accordance with the law and regulations of the school shall be given a serious warning or above.
Article 26 Other behaviors that violates the rules and regulations of the College and disrupts the order of the campus shall be punished by warnings and above, depending on the seriousness of the case.
Section III. Violations of personal and property rights and punishment
Article 27 Anyone who violates the personal rights of others shall be given the following punishments depending on the seriousness of the case:
(1) Insulting, slandering, threatening, or intimidating others, causing certain impacts, shall be given a warning and above disciplinary action;
(2) Harassing others by using communication devices, e-mail, or the Internet, etc., shall be given a warning or more;
(3) To falsely claim other person's stuff as their own , conceal, destroy or privately open other people's mail and other items, a serious warning and above disciplinary action shall be taken;
(4) Spying, creepshot, eavesdropping, or spreading the privacy of others shall be given a warning or above; if the dissemination is done through the Internet, a serious warning shall be given; if serious consequences are caused, a demerit or above shall be given.
Article 28 Anyone who violates property rights shall, depending on the seriousness of the case, be given the following punishments:
(1) Anyone who steals, swindles, snatches, loot, extorts, or intentionally destroys public or private property shall be given a serious warning or more;
(2) Illegal appropriation for one's own use of other people's property held in trust for another person and refusal to return it, or illegal appropriation of another person's forgotten property and refusal to hand it out, shall be given a demerit and the following penalties;
(3) Utilizing the convenience of work to embezzle public funds, or soliciting or illegally accepting other people's property for the purpose of seeking undue benefits, shall be given a serious warning or more;
(4)If a person harbors, transfers, acquires, or sells on behalf of another person property that he or she knows that it is illicit, he or she shall be given a serious warning or less; if the circumstances are serious, he or she shall be given a demerit or more.
Article 29 Any other behavior that violates personal or property rights shall be given a warning or more depending on the seriousness of the case.
Section IV Behavior and punishment for disrupting the educational and teaching order of the college
Article 30 Anyone who violates the discipline of class (including online, offline, internship, practical training, social practice and other educational and teaching activities) and affects the order of education and teaching shall, depending on the seriousness of the case, be given a warning and above disciplinary actions.
Article 31 Anyone who violates the discipline of study by absenting himself/herself from class without any reason, overstaying his/her leave of absence, leaving the school or internship site without leave permission shall be ordered to conduct self-criticism, and he/she shall be given the following disciplinary action if his/her cumulative number of credit hours in a semester reaches the following.
(1) A warning shall be given to those who are absent from classes for 10-20 credit hours;
(2) A serious warning shall be given to those who miss 21-30 credit hours of classes;
(3) Absenteeism of 31-40 credit hours shall be penalized with a demerit;
(4) Absenteeism of 41-50 credit hours shall be punished by academic probation;
(5) Expulsion from the college for absences of 50 credit hours or more.
On-campus absenteeism is calculated according to the actual hours of absenteeism; unexcused late arrival or early departure for three times is calculated as 1 credit hour ; overstaying one's leave, leaving the campus or internship site without leave permission is calculated as 6 credit hours of absenteeism per day. Calculation of time away from school without permission: the number of days is counted by the semester as the disciplinary interval; it is counted by the number of natural days within the stipulated educational and teaching time, including the number of days of failing to return to school on time, the number of days of leaving the school on national holidays without leave permission, and the number of days of leaving the educational and teaching activities without leave permission.
Article 32 If a student violates the examination discipline or cheats in the examination, he/she shall be criticized and educated or given corresponding punishment depending on the circumstances of his/her cheating or violation of discipline and law :
(1) The examinations referred to in these Measures include: classroom tests, final examinations (checks), make-up exams, deferred exams, graduation exams, physical tests, and other exams uniformly organized by the state, the province and the college;
(2) The examination discipline violation referred to in these Measures refers to the behavior of students who do not abide by the rules of the examination room and the discipline of the examination, and do not obey the arrangements and requirements made by the examination staff in accordance with the duties of the course assessment work;
(3) Examination cheating as referred to in these Measures refers to the behavior of students who violate the principles of integrity, fairness and impartiality of the examination, and obtain or attempt to obtain the test questions, answers and examination results of the course examination by improper means;
(4) Determination and punishment of examination discipline violation:
1.Violating the discipline of the examination room, failing to attend the examination in the prescribed seat, and disobeying the arrangements and requirements of the examination staff shall be punished by a warning;
2.Leaving the examination room during the examination without the consent of the examination staff shall be punished by a warning;
3.Borrowing stationery and other items during the examination without the consent of the examination staff, and shall be given a warning;
4.Those who do not obey the supervision and management of the invigilators shall be given a serious warning; those who cause serious consequences shall be given a demerit or above;
5.Anyone who peeps at, talks to each other, or makes secret signals or gestures to each other in the examination room after the examination has begun shall be given a serious warning; if it causes serious consequences, he/she shall be given a demerit or above;
6.Interfering with the order of the examination room in the examination room or in the area near the examination room, and not listening to the dissuasion, shall be given a serious warning; if it causes serious consequences, shall be given a demerit or above;
7.requesting the invigilator or other personnel in various ways not to truthfully reflect the facts of disciplinary offenses, shall be given a serious warning; in case of serious consequences, shall be given a demerit or above;
8.interfering with the work of marking the examination scripts, requesting the marking teachers to increase the marks by begging, offering gifts, pestering, abusing and threatening, etc., shall be given a demerit; if it causes serious consequences, it shall be given academic probation or above;
9.Other disciplinary offenses, depending on the circumstances, will be given appropriate punishment;
The grade of the subject shall be invalidated due to examination indiscipline.
(5) Recognition and Punishment of Cheating in Examinations
1.If a student cheats in the course of an examination in one of the following ways, the grade of the subject shall be invalidated and the student shall be given a demerit or probation as appropriate:
a. Plagiarizing, or assisting others to plagiarize the answers to the test questions or the contents related to the course examination;
b. Mutual checking of answers, or talking with others about the content of the course assessment;
c. Passing or receiving test papers, answer sheets, and draft papers;
d. After handing in the examination paper early, intentionally staying in or near the examination room and providing answers to test questions to others in various forms;
e. found in the examination table and chairs, students' body parts or clothing, etc. written by the students themselves in connection with the examination;
f. Using electronic devices or other means to carry or search for materials related to the content of the examination;
g. Leaving the examination room for an excuse, peeping at the contents related to the course examination, or talking with others about the contents related to the course examination, or returning to the examination room from outside to bring back materials related to the course examination or prohibited items;
h. Stealing or forcibly taking another person's examination paper, answer sheet, draft paper, etc., or forcing another person to facilitate his/her plagiarism;
i. Discovering the identical answers of the examination papers of the same examination room during the marking of the examination papers, and confirming the truth of cheating after investigation;
j. Other course examination cheating that should invalidate the corresponding subject grade of the students who cheat in the examination and given a demerit or probation as appropriate.
2.If a student cheats in one of the following cases, the grade of the subject shall be invalidated and the student shall be expelled from the college:
a. Substituting for another person or letting another person take the examination instead of himself/herself;
b. Organizing cheating;
c. Cheating by using the communication function of communication equipment or other devices to transmit or receive;
d. Selling examination questions or answers to others for profit;
e. Other serious cheating activities or actions that disrupt the order of the examination.
Article 33 Anyone who violates academic integrity and engages in one of the following behaviors shall be given the following punishments, depending on the seriousness of the situation:
(1) Academic misconduct such as plagiarism, tampering, falsification and other academic misconduct in the thesis and publicly published research results shall be given a demerit or above;
(2) Introducing or writing thesis on behalf of students, buying and selling thesis, shall be given the punishment of expulsion from the college;
(3) Other violations of academic integrity, shall be given a demerit or above.
Article 34 Anyone who illegally occupies or borrows on-campus classrooms and other places in the name of teaching activities or student activities, and organizes or participates in profit-making training or lectures shall be given a warning or more depending on the seriousness of the case; and anyone who illegally occupies classrooms or stadiums, affecting the order of normal teaching and examination, and fails to rectify the situation after being advised or criticized and educated, shall be given a warning or more depending on the seriousness of the case.
Article 35 Anyone who repeatedly harasses the school staff for reasons of grades, re-studies, awards, punishments, internship arrangements, graduation, employment, etc., and fails to rectify the situation after criticism and education, or provokes trouble to the school staff, shall be given a serious warning or above.
Article 36 Students who violate medical laws and regulations or relevant rules and regulations of the hospital in the course of clinical study and internship shall be given a warning (or above) depending on the seriousness of the case.
Article 37 Students who violate the study discipline, examination discipline and academic discipline of the college shall be given a warning or above depending on the seriousness of the case.
Section V. Behavior that harms the rights and interests or reputation of the college and punishment
Article 38 Anyone who acts against the rights and interests of the school shall be given the following punishments, depending on the seriousness of the case:
(1) Anyone who violates the regulations on intellectual property rights, privately transfers the scientific and technological achievements of the school and others or the technical achievements of his/her own position, copy or plagiarizes the research results of others shall be given the punishment of expulsion from the college;
(2) If one violates the regulations to disclose the scientific and technological achievements and technical secrets of the college and others, he/she shall be punished with a demerit or above.
Article 39 Anyone who commits the act of damaging the reputation of the school shall, depending on the seriousness of the case, be given the following punishments respectively:
(1) Unauthorized use of the name of the college or the institutions and organizations within the college to issue announcements and news to the public, or make irresponsible promises that cause adverse effects, and unauthorized use of the name of the college or the institutions and organizations within the college to take part in activities in the society that cause adverse effects, shall be given a demerit and above disciplinary actions;
(2) Without the permission of the school or the college, organizing fund-raising, accepting sponsorship, collecting funds for activities or keeping the dues of the society for oneself, shall be given a demerit or be put on academic probation, in addition to the full recovery of the proceeds.
Article 40 Any other behaviors that damage the rights and interests or reputation of the school or college and cause adverse effects or serious consequences shall be punished with demerits and above.
Chapter V Supplementary Provisions
Article 41 The school shall refer to the relevant provisions according to the nature and consequences of the illegal and undisciplined behaviors not listed in these regulations.
Article 42 The English version of these regulations is for reference only. In case of any conflict between the English and Chinese versions, the Chinese version shall prevail.
Article 43 These Measures shall come into force on the date of promulgation. The former Measures for Disciplinary Acts of International Students of North Sichuan Medical College shall be repealed at the same time.
Article 44 These Measures shall be interpreted by the School of International Education and Cooperation of North Sichuan Medical College.
